George W. Cyphers
M.Ed., LPC, CRC, CDMS, Clinical Director/Rehabilitation Counselor
George Cyphers leads
the VoCare Services Litigation Support and Life Care Planning group of VoCare Services,
Inc. A nationally recognized expert on catastrophic disability and its affect on
employability and wage earning capacity, George has over 38 years of professional
experience as a Rehabilitation Counselor, insurance rehabilitation specialist and
Life Care Planner.
Mr. Cyphers holds a Master’s Degree in Rehabilitation Counseling from Kent State
University and a BA in psychology from Thiel College. He is a Licensed Professional
Counselor in Ohio and he is a Certified Rehabilitation Counselor and a Certified
Disability Management Specialist.
George’s experience covers a wide variety of settings, including public, private,
non-profit, and proprietary rehabilitation sectors. His testimony has been admitted
in multiple Federal jurisdictions as well as in eleven states regarding employability,
loss of wage earning capacity and life care planning in cases of catastrophic disability.
His high level of professional expertise provides superior credibility when Vocational
Opinions, Employability Analysis or Life Care Plans are necessary to resolve matters
involving severe, chronic disability.
He has been a member of the Rehabilitation Counselor Education Advisory Committee
at Kent State University since 1983 and also previously served as a representative
to the Ohio Bureau of Workers’ Compensation Private Providers Task Force. He is
the current President of the Northeast Ohio Rehabilitation Association and has served
as an officer and board member in other state and national professional associations.
Mr. Cyphers is an adjunct instructor in the Rehabilitation Counselor Education program
at Kent State University. He is often requested to lecture on subjects ranging from
clinical practice and professional ethics to medical/legal applications of rehabilitation
philosophy and principals to local and national rehabilitation professional organizations
as well as to local bar associations and state organizations.
Marianne Boeing
RN, MSN, CLCP, Life Care Planner
Marianne Boeing holds
a Master of Science in Nursing from Edinboro State University, with a specialization
in Critical Care nursing. She has been involved in the research, development and
authorship of Life Care Plans since 1995. She completed the post-graduate curriculum
in Life Care Planning through the Intellicus program of the University of Florida
and became a Certified Life Care Planner in 2002.
Marianne began her career as a Nurse in 1977, and she has over twenty-five years
of experience as a care provider and Charge Nurse and Critical Care Coordinator.
Upon her location to Cleveland in 1988, she has worked in a number of local hospitals
as a Critical Care Nurse and as a Critical Care Charge Nurse.
Ms. Boeing is published in the area of Critical Care Nursing. She has also served
as a nurse educator and lecturer on various topics. She served as a Clinical Educator
over the course of four years at St. Vincent Health Center in Erie, Pa. and as a
Lecturer for the CCRN Review Curriculum at Cleveland State University for two years.
She presented at the 2007 International Symposium on Life Care Planning regarding
the development and subsequent implementation of a Life Care Plan for a catastrophically
disabled woman.
Paula Zinsmeister
LPC, CRC, CDMS, CCM, Rehabilitation Counselor, Certified Life Care Planner
Paula joined VoCare
Services, Inc. in 2001, as a Rehabilitation Counselor and case manager working with
injured workers and disabled veterans. She began working as a part of the Litigation
Support team in 2003 and she completed the course work to become a Certified Life
Care Planner through the Intellicus program of the University of Florida in 2005.
In addition to clinical counseling and assessment of persons with disabilities,
Paula also focuses on the development of Vocational Opinions and the design and
implementation of Life Care Plans.
Ms. Zinsmeister began her career as a Rehabilitation Counselor in 1975. In her first
position she worked as a vocational evaluator and work adjustment specialist at
a large multi-faceted rehabilitation facility, where she later became a Unit Supervisor.
Paula recruited to become a Project with Industry supervisor where she assisted
individuals with disabilities to become productive workers using the opportunities
presented in real work settings. She expanded her role in a community-based employment
and placement services center. She also included providing job development and placement
counseling to her responsibilities at the center.
Ms. Zinsmeister worked with traumatically injured individuals at MetroHealth Institute
for Rehabilitation as a part of the Physical Medicine and Rehabilitation Services
Department for nearly a decade before joining VoCare Services, Inc.
Paula is a graduate of Cleveland State University. She is a Licensed Professional
Counselor, a Certified Rehabilitation Counselor, Certified Life Care Planner and
a Certified Case Manager.
James R. Fell
RN, MSN, MBA, Legal Nurse
Director of Case Analytics
Jim brings over eight years of medical legal case review and
consulting experience to VoCare and Case Analytics. This expertise
includes case work in personal injury, accident, silicone breast
implant, asbestos, silica, mold, nursing home, acetaminophen, diet
drug, DES, vaccine, reflex sympathetic dystrophy, isocyanate, toxic
waste site, spinal pedicle screw, temporomandibular joint implant,
wood preservative, antineoplastic agent, beryllium, heavy metal,
medical malpractice, repetitive stress injury, solvent, and other
litigation. In addition, he has over three years of experience in
the administration of military veteran disability compensation and
pension claims as former Executive Director of a large county
government social service agency.
Highly published in the medical legal field, Jim has authored
numerous articles on the medical aspects of a wide variety of
personal injury, mass tort/class action, and toxic tort issues.
These articles have been featured in such prestigious publications
as The Trial Lawyer, Pharmaceutical and Medical Device Law
Bulletin, Toxics Law Reporter, Class Action Reporter,
Product Safety and Liability Reporter, Medical Malpractice
Law and Strategy, Texas Bar Journal, and Trial
Diplomacy Journal. For several years Jim edited a medical legal
newsletter with a circulation of over 3,000 insurance, corporate,
and law firm attorneys. He has also presented at a number of
national and local medical litigation conferences.
Formerly, Jim was a classroom and clinical educator in
psychiatric and medical surgical nursing, nursing management, and
legal nursing at Case Western Reserve University, Lorain and
Cuyahoga County Community Colleges, and St. Vincent Charity Hospital
School of Nursing. He has administered two schools of Registered
Nursing and managed psychiatric and substance abuse detoxification/
rehabilitation divisions in both civilian and military hospitals.
Jim has served for 23 years in the Navy Reserve and presently
holds the rank of Captain in the Nurse Corps. His past assignments
include clinical leadership positions at various echelons of medical
care. He is the past Chair of the Medical Legal Section of the
Association of Military Surgeons of the United States.
Jim holds dual Bachelor’s degrees in biology and nursing, a Master’s
Degree in Nursing with special emphasis in both public health and
care of the aging, and a Master’s Degree in Business. He is licensed
to practice professional nursing in the states of Ohio and South
Carolina.
Joseph Cannelongo
LPC, CRC, Rehabilitation Counselor, Vocational Expert, President
Joe’s commitment to providing vocational assistance to people
with disabling injuries has spanned a 28-year professional career in
the fast changing field of disability management.
As the President of VoCare Services, Inc., a Cleveland, Ohio
health care management firm specializing in disability management,
managed care and consulting, Joe stresses the need to provide high
quality, sensitive health care using innovative and consistent cost
control management practices.
Previous to his leadership role at VoCare Services, Inc, Joe was
the Director of Industrial Rehabilitation at Lakeland Healthcare
Corporation and the National Manager of Upjohn Health Programs.
Joe has earned a reputation for credibility for his expert
opinions and professional testimony in both medical and vocational
court cases. Highly regarded for his expertise in developing
effective vocational solutions for disabled workers, Joe’s opinions
on a wide variety of workers’ compensation issues have been
leveraged by state and federal agencies, employers and claimants
alike.
His contributions to the practice of disability management
include the Chairmanship of the Ohio Industrial Commission’s
committee to study and make recommendations on professional
guidelines for vocational experts. Currently, he serves as chairman
of the IARP-O*NET Committee working with the United States
Department of Labor to review O*NET policies and procedures as they
relate to people with disabilities.
Joe holds a Masters Degree in Rehabilitation Administration from
DePaul University in Chicago and a Bachelors Degree from Ohio
University. Joe is also a Licensed Professional Counselor (LPC) and
Certified Rehabilitation Counselor (CRC.) |
